Shams Dubai Process — Complete Step-by-Step Guide (2026)

June 2026 Mr. Kundan (Technical Leader) 7 min read

Shams Dubai is DEWA's net-metering programme that allows property owners to install rooftop solar and export surplus energy back to the grid. Here is exactly how the process works in 2026 — from first survey to final connection.

What is Shams Dubai?

Shams Dubai (meaning "Dubai Sun") is DEWA's initiative to connect solar panels on homes and buildings to the Dubai electricity grid. When your panels generate more electricity than you consume, the surplus is exported to DEWA. You receive a credit on your next bill — effectively running your electricity meter backwards.

As a DEWA-approved solar EPC contractor, Harutto Solar manages every step of the Shams Dubai process on your behalf. You do not deal with DEWA directly — we handle all technical submissions, NOC applications, and approvals.

The 8-Step Shams Dubai Process

01

Free Site Survey

Day 1

Our engineer visits your property to assess roof orientation, shading, structural load capacity, and existing electrical infrastructure. We confirm the optimum system size and provide a detailed ROI report.

02

System Design & Proposal

Days 2–3

We prepare a full engineering design: panel layout, single-line diagram (SLD), inverter sizing, cable routing, and DEWA-compliant documentation. You receive a fixed-price proposal with expected annual generation, DEWA bill savings, and payback period.

03

DEWA NOC Application

Days 4–14

We submit your application to DEWA through the Shams Dubai online portal. Required documents: title deed, DEWA account number, approved engineering drawings, and contractor approval certificate. DEWA typically approves NOC within 5–10 working days.

04

Equipment Procurement

Days 7–14

We procure DEWA-approved Tier-1 solar panels and inverters. Only equipment on DEWA's approved list can be used for grid-connected systems. We use panels with 25-year performance warranties and inverters with 10-year warranties.

05

Installation

Days 14–17

Our certified installation team completes the full installation: panel mounting, inverter installation, AC/DC wiring, earthing, surge protection, and safety signage. A typical 10 kWp residential system takes 2–3 days.

06

Testing & Commissioning

Day 18

We conduct full system testing: insulation resistance, polarity check, IV curve testing, and inverter commissioning. All test reports are prepared for DEWA submission.

07

DEWA Inspection & Smart Meter Installation

Days 19–25

DEWA inspects the installation and, if approved, replaces your standard meter with a Shams Dubai bi-directional smart meter. This meter records both consumption from the grid and export to the grid.

08

Final Connection & Go Live

Day 25–30

DEWA activates your Shams Dubai connection. Your system is live. You start generating solar energy and receiving DEWA bill credits for surplus export. We provide a monitoring app so you can track generation in real time.

  • Only DEWA-approved contractors and equipment are accepted
  • Building must have a valid DEWA account

Frequently Asked Questions

Can I install solar without Shams Dubai approval?

No. Any grid-connected solar system in Dubai must be approved under Shams Dubai. Installing without DEWA approval is illegal and can result in disconnection and fines.

What happens to surplus solar energy?

Surplus energy is exported to the DEWA grid and credited to your next monthly bill. Credits carry forward — they do not expire within the same billing cycle.

How long does the NOC take?

DEWA typically approves NOC applications within 5–10 working days when all documentation is correctly submitted. Harutto Solar submits on your behalf to ensure first-time approval.

Do I need permission from my developer or landlord?

For villas you own, no additional permission is needed. For apartments or leased properties, written permission from the developer or building owner is required before DEWA submission.
